Google Shopping Ads Agency: Launch Shopping and PMax, or Find the Leak

Google Ads for e-commerce is the paid setup and management of Shopping and Performance Max campaigns through Google Merchant Center, done for online stores so your products show to buyers already searching. Fixed fee, zero revenue share, and your Google Ads account stays yours. Google Partner since 2015, with the Google Shopping Ads certification.

Sound familiar?

Recognize any of these?

If even one matches, our audit will tell you exactly what's going on.

💸
Budget drains, sales don't follow

You spend €1,000-5,000/mo on Google Ads, see clicks, but sales stay flat or erratic. You can't pinpoint where the money goes.

📦
Feed not approved, Merchant Center won't launch

Half your products are disapproved, policy warnings pile up, Merchant Center threatens suspension. You don't know what's broken in the feed.

Performance Max is a black box

You launched PMax and the money is going out. The reporting exists now, with channel-level performance, asset group data and a search terms report, but it stays coarser than Search, so seeing which part of the campaign earns its budget takes deliberate setup.

📊
Conversion tracking is broken

GA4 says one thing, Ads says another, your CRM says a third. Enhanced Conversions aren't set up, Consent Mode v2 is missing. You're making decisions blind.

🔀
Google's conversion count does not match your orders

Ads reports one number, GA4 another, your CRM a third. A gap like that has many possible causes: a tag firing twice, different attribution windows and models, consent limits on measurement, test and spam form fills, leads that never became orders. We reconcile the three sources and name what is actually behind the gap in your account.

🔒
Previous agency left: account is held hostage

Account sits under their MCC, history was reset, optimization data is gone. You start from zero with a new contractor every time.

Honest first

When we'd tell you NOT to run Performance Max yet

PMax is not the right first move for every store. When the account isn't ready, forcing it wastes budget. Here is when we hold off and start elsewhere.

Too little conversion signal

A store with only a handful of conversions a month gives Performance Max too little data to learn from. We start with Standard Shopping and Search, build real conversion history, then graduate to PMax.

Merchant Center full of disapprovals

Disapproved products or missing GTINs mean your best sellers may never show. We fix the feed first, before a single euro goes into PMax.

Brand-new store, no history

With no conversion data at all, PMax has nothing to optimize toward. A controlled Shopping structure comes first, then PMax once real data exists.

How the two campaign types differ

Standard Shopping vs Performance Max vs both

Performance Max buys volume across every Google surface; Standard Shopping keeps product-level bid control and full search-term visibility. Running both with brand exclusions gets the reach while keeping Performance Max off your own brand searches.

Standard Shopping vs Performance Max vs running both
Standard Shopping Performance Max Both
Bid control Product-level, manual Automated by Google Manual where it matters, automated where it scales
Ad surfaces Search Shopping slots Search, Display, YouTube, Discover, Gmail, Maps Both, with brand exclusions on PMax
Search-term visibility Full A search terms report, coarser than Search Kept on the Shopping side
Learning-data needs Works with modest history Needs steady conversion signal Shopping while PMax gathers data
Best-fit store New stores, tight control Established stores, clean feed Established stores protecting bestseller margin

We choose the split from your account data during the audit, not by default.

What we need from you to start

Nothing here is a password or a new tool to buy. It's the access and product data we already reference across the FAQ.

  • Access to Google Ads, Merchant Center, GA4 and GTM by email invite. We never ask for passwords.
  • Product data basics: GTINs or MPNs, correct prices and stock status, and live product pages.
  • Your own billing card linked to your Ads account, so the ad budget flows straight to Google.

Pick your starting point

Start with a one-time audit or launch, then add ongoing management when you're ready. No long-term contracts, no % of ad spend.

The €199 Audit reviews an existing account and hands you a fix list; the €590 Launch builds Merchant Center, Shopping, PMax and tracking from scratch; ongoing management runs from €250/mo (Starter) through €490/mo (Growth) to €1,090/mo (Scale), plus your own Google ad budget.

Why our audit costs €199 when others offer free ones

A free agency audit is usually a sales funnel: the deliverable is a pitch for their retainer. Ours is a standalone product, a prioritized fix list plus a walkthrough call, that you can hand to any contractor with no obligation to hire us.

How agencies charge, and why we picked a fixed fee

Most agencies charge a percentage of your ad spend, or a base fee plus a percentage, a model that rewards higher spend rather than better results. Our fee is a flat monthly amount for the tier you pick and never a share of your spend, so spending more inside a tier costs you nothing more with us, and you can verify every euro because billing goes from your card straight to Google.

Fits you if

  • · E-commerce on Shopify, WooCommerce, OpenCart, PrestaShop, Magento, Bitrix or headless
  • · 20-5,000 SKUs (more than 5,000: we discuss feed automation separately)
  • · Ready to spend €500/mo+ on ads
  • · Selling to EU / CIS markets
  • · Want transparent fixed fee without % of ad spend

Not a fit if

  • · Ad budget under €500/mo: start with the audit first
  • · Need Yandex Ads: we run Google only
  • · Looking for "guaranteed 500% ROAS in a month": we don't promise that
  • · Need a team of 5 on-site specialists: we're focused on small businesses, not enterprise
  • · Restricted products (alcohol / CBD / regulated gambling): policy consult first

A worked example

What does this look like in practice?

A store came to us spending steadily on a single Performance Max campaign, with Google reporting healthy conversions while the owner's own order count stayed flat. The audit found two problems feeding each other: a share of the Merchant Center catalog was disapproved, so bestsellers rarely showed, and the reported conversions did not reconcile with the CRM once we cross-checked real orders.

We fixed the feed first, cleared the disapprovals and corrected the product data, before touching campaigns. We split the account into Standard Shopping for the products that needed bid control and Performance Max for reach, added brand exclusions so PMax stopped serving on the store's own brand searches, and rebuilt conversion tracking so the reported conversions could be reconciled with the CRM. Reporting became something the owner could trust, and spend moved toward products that actually sold.

Anonymized example of our process, not a promise of results.

Frequently Asked Questions

How do I get my products listed on Google Shopping?
Three things have to line up: a Merchant Center account that is verified and claimed for your domain, a product feed Google can read, and a store that meets the policy basics, meaning real prices, honest stock status, and working returns and contact pages. Most rejections we see are not complicated. They come from a missing shipping setting, or from a price on the product page that disagrees with the price in the feed. Getting into the free listings costs nothing. Appearing next to a competitor in the paid slots is the part you bid for.
How do I rank in Google Shopping?
Shopping ads have no organic ranking the way blue links do. Placement is an auction decided by your bid, your feed quality and the relevance Google infers from your product data. What you control is the data: titles that match how buyers actually search, correct GTINs and product types, accurate availability, and images that pass Google's checks. Free listings in the Shopping tab do exist and are worth claiming, but they sit below the paid results. We work on both and tell you which one your catalog can realistically win.
What is a Google Shopping feed, and what makes a bad one?
The feed is the file or API stream that hands Google your catalog: title, description, price, availability, image, identifiers. A bad feed is rarely broken outright. It is usually unfinished: manufacturer titles nobody searches for, missing GTIN or brand, one image per product, availability that refreshes once a day in a store that sells out in an hour. Feed quality stays the cheapest lever in a Shopping account, because fixing it costs working hours rather than budget. It is the first thing our €199 audit looks at.
How do you optimize a Google Shopping feed and campaign?
On the feed side we rewrite titles to lead with the terms buyers type, fill in identifiers and product types, set shipping and availability explicitly so nothing is guessed, and exclude products that cannot convert. On the campaign side we separate the products worth bidding on from the long tail, put a floor under spend on SKUs that never convert, and check whether recorded conversions are real purchases rather than junk traffic. We diagnose first and price the work afterwards, because on a large share of accounts the feed alone explains the result.
How much do Google Shopping ads cost?
There are two separate numbers here, and confusing them is how stores get surprised. Google charges you per click out of your own budget, at whatever your category's competition costs. Nobody can quote that in advance, including us. Our own side is fixed and published on this page: €199 for the audit, €590 for a from-scratch Shopping and Performance Max launch, and €250 to €1090 a month for management. We never take a percentage of ad spend, so our fee does not grow when your budget does.
Which companies manage Google Shopping campaigns, and how do I choose one?
Plenty of agencies do, so the more useful question is how they get paid. An agency on a percentage of ad spend earns more when your budget grows, which sits badly with a store trying to spend less per sale. Ask three things before signing: is the fee fixed, do the Google Ads and Merchant Center accounts stay in your name, and what happens to your campaigns if you leave. Our answers are yes, yes, and you keep everything, because we work through manager access rather than owning your account.
Does my store need both SEO and paid ads?
Usually yes, but not at the same time and not out of the same money. Ads buy traffic today and stop the day you stop paying. Organic work builds slowly and survives a paused budget. If cash flow is tight, start with whichever channel already has a measurable leak: products rejected in Merchant Center, or category pages Google never indexed. The organic side is a separate €199 order, our e-commerce SEO audit at /services/ecommerce-seo/, so you can close one leak without funding both at once.
How much does it cost to launch Google Ads for my online store?
We have three fixed-price products: an audit of an existing account for €199, a from-scratch launch (Merchant Center + Shopping + Performance Max + tracking) for €590, and ongoing management from €250/mo. Setup pays once; after that you pay only for management plus your actual Google ad budget. We don't take a percentage of ad spend and don't require 6 or 12-month contracts.
What's the minimum ad budget?
We work from €500 a month in ad spend, and that is the same figure you see in the fit list and under the packages. Competitive categories such as apparel, electronics and beauty usually need more, and we say how much after looking at your catalog and your auction. There is no published conversion count that switches automated bidding on: what matters is whether the account collects enough conversions to learn from, which depends on your prices, margins and category. Below €500/mo we say so instead of taking the work, and suggest starting with the audit, with e-commerce SEO, or with your Google Business Profile.
How soon will I see sales?
We do not put a date on your first order. It depends on your category, your prices next to the competition, the budget, and how clean the feed and the conversion tracking are. What we can describe is the sequence: campaigns go live once Merchant Center and tracking work, the first weeks produce data rather than conclusions, and bids and budgets move on that data instead of on a daily number. An account migrated with its history behind it starts from a better place than one built from scratch.
What's Merchant Center and why do I need it?
Google Merchant Center is the free tool where Google reads your product catalog (the "feed"), titles, prices, availability, images, GTINs. Without a valid feed, Shopping and Performance Max campaigns cannot show your products. Keeping that feed correct and fresh is why Merchant Center gets checked before anyone touches campaigns.
What's the difference between Shopping and Performance Max?
Shopping campaigns show product cards in Google search results, manual structure, you control what shows. Performance Max is Google's AI-driven campaign that uses your feed + your creative assets + signals you provide to run across all Google surfaces (search, display, YouTube, Discover, Gmail, Maps). Reporting on Performance Max has improved: channel-level performance, asset group data, a search terms report, brand exclusions and campaign-level negative keywords all exist now. It is still coarser than Search, so the reporting has to be built deliberately before the numbers mean anything. We run both and tell you which fits.
Should I run Standard Shopping and Performance Max at the same time?
For an established store, usually yes. Performance Max scales across every Google surface while Standard Shopping keeps product-level bid control and full search-term visibility, and brand exclusions keep Performance Max off your own brand searches, so the two campaign types are not bidding for the same visit. But this is a decision we make from your account data during the audit, never a default we apply to everyone.
Should I pause Performance Max if results dip in the first weeks?
Usually no, though not for the reason you often hear. Pausing does not wipe what a campaign has learned. What it does is stop the flow of data the bidding runs on, while large edits to budget, bid strategy or conversion setup are what actually send a campaign back into learning. Early volatility on its own is not a reason to stop. We watch conversion volume, feed status and tracking accuracy instead of the daily number. There are real exceptions where pausing is correct: feed disapprovals piling up in Merchant Center, or broken conversion tracking feeding the algorithm bad data. We name those honestly rather than promise a ROAS.
Why is your audit €199 when other agencies offer free audits?
A free agency audit is usually lead generation: the deliverable is a pitch for their retainer, not a document you can act on alone. Ours is a standalone paid product, a prioritized fix list plus a walkthrough call, that you can hand to any contractor or run yourself. There is zero obligation to hire us afterwards. If you only want a second opinion, the €199 audit is the whole thing.
Do you set up Merchant Center through my platform's app or directly?
Either, depending on your catalog. Native integrations (the Shopify Google & YouTube app, WooCommerce plugins) are fine for simple catalogs. Direct feeds with supplemental feeds and feed rules win when product attributes need control, for example fixing titles, GTINs or category mapping at scale. We recommend the approach after seeing your catalog, and no paid feed app is required by default.
What creative assets do I need for Performance Max?
At minimum: product images from your feed, your logo, and text assets drawn from your brand kit. Video is optional on Starter and Growth and produced for you on Scale. Honestly, if you supply no video, Google auto-generates one from your assets, and in our audits that auto-video is rarely on-brand, so we treat real video as worth doing once the account is stable.
How much % does the agency take from my budget?
Zero. We charge a fixed monthly fee, your ad budget goes directly to Google from your card. This matters: agencies on % commission are structurally motivated to inflate spend, not optimize it. We don't.
Does my budget go to Google or to you?
Directly to Google. Your billing card is linked to your Google Ads account, we never touch your money. We work through MCC access (Manager Account), which is a standard Google Partner arrangement. Every euro spent shows up in your own account, in Google's own reporting.
What happens if I want to leave?
Your account stays with you, always. Because we work through MCC access rather than owning your account, ending the engagement means we step out of MCC and you keep the account with its full history, optimization data, audiences and tracking. You can hire another agency the same day without losing anything.
How do you handle Merchant Center suspensions?
Merchant Center suspensions are a standard part of this work. The process: audit the reason (policy, misrepresentation, restricted items, feed issues), fix the root cause, prepare a detailed appeal, and work with Google Support through reinstatement. As Google Partners and Product Experts we know the internal review flow. Google decides both the outcome and how long it takes, so we promise neither. What is in our hands is an appeal that names the real cause and shows the fix, which is the part that decides whether an appeal has anything to stand on.
How long does setup take?
Launch from scratch takes 10-15 working hours spread across 5-7 business days. That includes feed audit and cleanup, Merchant Center setup, Shopping + Performance Max build, conversion tracking (GA4 + Enhanced Conversions + Consent Mode v2), Looker Studio dashboard, and a handover session.
What reports do I get?
A live Looker Studio dashboard you can open at any time, with Ads, Merchant Center and GA4 in one view. Each platform refreshes on its own schedule, so the numbers are as current as the platform makes them rather than instant. Monthly summary report with commentary: what changed, why, what's next. Quarterly strategy session on a video call. No PDF spam.
How quickly do you respond?
During business hours (9:00-18:00 EET, Mon-Fri). Urgent issues (account suspensions, Merchant Center warnings, conversion tracking breakages) get priority attention. Routine optimization requests are handled within the weekly optimization cycle.
Is there a contract?
Monthly rolling, no long-term lock-in. 30-day notice to terminate so we can wind down cleanly (hand over docs, disable integrations). No "6-month minimum" or "auto-renew traps."
I had bad ads before. What changes now?
There is no fixed list that fits every account, but three things come up again and again: unstructured campaigns with no negative keywords and no brand exclusions, Merchant Center feed hygiene that was never done, and conversion tracking left broken, so the bidding had nothing real to optimize toward. The audit looks for those and for whatever else the account is doing, and more than one is usually present. Then we fix the foundation before touching bids.
What if competitors click-bomb my ads?
Classic click fraud is rare for small-to-mid e-commerce, Google's Invalid Click Detection refunds confirmed bad clicks automatically. What's more common is low-quality traffic from PMax placements (mobile apps, parked domains). We exclude known-bad placements and add negative audiences. Real industrial click fraud (bot farms) affects only a handful of verticals, we'll flag it if you're in one.
Why do I have impressions but no sales?
Four typical causes: (1) feed issues, products showing but landing on wrong URLs or out-of-stock items, (2) wrong keyword intent, research queries not buying queries, (3) landing page friction, slow, bad mobile, broken checkout, (4) misattribution, GA4 is miscounting conversions. Our audit isolates which of these applies and in what proportion.
